Iowa Sports Betting Regulations

Tax

A 6.7% tax rate will be imposed on all revenue. This percentage is one of the lowest of any state that has already legalized online gambling.

Fees

All operators will have to pay a fee of $45,000 to launch. In addition to this amount, all operators are subject to a $10,000 renewal fee too.

Betting Limits

Betting on college games is permitted, but only on teams and games outside of the State of Iowa. In-play proposition bets on college games are also prohibited.

Other Betting Laws

The Iowa Racing and Gaming Commission will have control over online gambling in the State.

There are 19 casinos that can offer sports betting, with each allowed two skins.

All bettors in Iowa need to be at least 21 years of age. Players will need to prove their identity, regardless of whether they bet at a retail sportsbook or online.

In-person registration is required, even if you’re planning to bet online. You will need to visit the sportsbook or casino of your choice and sign up in person.

What Exactly Does the Law Say About Sports Betting in Iowa?

In December 2017, the IGA, Iowa Gaming Association revealed plans to start crafting sports gaming legislation on the event that the federal ban on sports betting was repealed. This plan came about during the Supreme Court case in New Jersey that was seeking to overturn the PASPA, Professional and Amateur Sports Protection Act.

The Supreme Court managed to strike down PASPA. It opened the way for legislators to take action. Even after the attempt to legalize wagering on sports in 2018 failed, lawmakers again moved this year to pass legislation that brought online and in-person betting to Iowa.

The first attempt was the House Study Bill 592. The bill was seeking to legalize sports wagering in January 2018. While the law never made it through the legislative process, it did make the conditions right for more legislation to come the year after.

This year (2019), legislators initiated SF 617 to authorize retail sportsbooks and to let local casinos apply for licenses for mobile betting. The bill was meant to allow each casino to run a maximum of 2 different betting sites, accept bets on pro and college sports and authorize day-to-day fantasy sports.

The Senate and Iowa House both approved the bill to send it to Governor Kim Reynolds’s desk. Once signed, sports betting became legal. After this, the first sportsbooks and mobile gaming apps were expected to go live.

Under the law, the 19 commercial casinos of Iowa will be allowed to apply for sports betting licenses. The casinos that already have the licenses will be able to open retail sportsbooks on-premises. They’ll also be able to operate up to 2 mobile betting sites that are individually branded.

Which Sports Can I Bet On In Iowa?

From what we’ve gathered so far, we know that the only exemption from Iowa online sports betting in Iowa are college games and tournaments that feature aside from the State or are taking place within State boundaries.

There was talk of a complete ban on betting on any college sport, but the current regulations do allow for some form of college betting. In prop, markets will be unavailable.

We expect to see all major leagues and competitions available to bet online. This means that NBA, NFL, NHL and MLB markets should be available, along with sports and events taking place across the globe.
